ELI Methodology

Innovation grows when a territory connects.

The Observatory connects territorial intelligence.
Sebrae’s ELI methodology provides the framework.

Local Innovation Ecosystems bring institutions, businesses, universities, government and communities together to build capabilities, strengthen entrepreneurship and turn ideas into action.

Sebrae/MT supports ecosystem development through the ELI methodology and the Observatory.

Sebrae’s ELI (Local Innovation Ecosystems) methodology examines six dimensions of territorial capacity. Each dimension is assessed from 0 to 5, with an official total from 0 to 30.

01Innovation environments
02Programs and initiatives
03Science, technology and innovation institutions
04Public policies
05Capital
06Governance

Official stages: Inicial (initial), Em Estruturação (structuring), Em Desenvolvimento (developing), Consolidado (consolidated).

Inicial0 to 11.99
Em Estruturação12 to 17.99
Em Desenvolvimento18 to 23.99
Consolidado24 to 30
030 points
Official ELI assessments are not rankings: they support each ecosystem’s own self-assessment.
